The device or apparatus may insert a token into a control structure associated with a data packet in a data transmission network, where said token contains a credit of toll units and can trigger an electronic or physical process executed by a machine after the credit in a packet token has been authenticated and debited. Said device or apparatus enables billing or charging in relation to transport, the contents of a data packet or a service associated with the contents of a data packet.
