A substantially permanently buoyant balloon suitable for use as a toy or in advertising includes an envelope containing a lighter than air gas such as helium, which envelope is made from attached panels comprising a substrate of metal foil having laminated on at least one side thereof a nonelastomeric polymer sheet such as polyethylene, PVC, polyvinylidene chloride, polyamides, EVA copolymer; or a polymer substrate of regenerated cellulose, nylon or an acrylonitrile polymer or copolymer or polyvinyl alcohol having laminated on at least one side thereof a sheet of vinylidene chloride-vinyl chloride copolymer, polyvinylidene chloride or EVA copolymer. The envelope has an internal volume of up to 20 cu.ft., the ratio of its volume taken to the two-thirds power divided by its surface area is in the range of from about 0.21 to about 0.01, and its weight ranges from about 1.5 x 10<-3> gm/cm<2> to about 1.7 x 10<-2> gm/cm<2>.
